DCSFA Code of Practice for Team Managers
(a) DCSFA RULE 16
Every school/association is responsible to the Council for the action of its players, officials and spectators. Schools/associations are further required to take all precautions necessary to prevent spectators threatening or assaulting officials and players during or at the conclusion of matches.
(b) FA RULE C: Relating to Players
4. Age Ranges and Provisions Relating to Players Under 16 Years of Age
(a) Children Not Registered in the Programme of Excellence
(i) Priority must at all times be given to school or school organisation's activities in accordance with the recommendations of the "Memorandum: Children of School Age and School Games" whilst a pupil is receiving full time education.
(ii) All clubs and competitions, excluding those that play their matches on Sundays, shall include in their rules a provision to the effect that availability of a pupil must be consented to by the Head Teacher.
2. Team Managers must issue each player with a copy of the Code of Conduct for players and a copy of the code of Practice for parents/spectators.
The reply slip MUST be signed by the player and parent/guardian and returned to the Team Manager.
3. An inter school/district/association game should be an educational experience and it is the responsibility of the Team Manager to ensure this is possible. Team Managers should not "scream" or "Shout" at players. Positive encouragement should always be a priority.
4. All players who commit themselves to play football for the school/district/county should, whenever the rules of the competition allow, be given, if at all possible, some period of time on the field of play.
5. Team Managers should introduce themselves to each other before the game commences. The conduct of players, both on and off the field of play, is the responsibility of the Team Manager.
6. The teacher refereeing the game MUST be given total support with all of his decisions and never ever be questioned. However, at the same time, the referee/team manager should not take advantage of his position by coaching while on the field of play.
7. Team Managers should be able to identify potential "trouble" or decline in standards from both players and parents/spectators and must take immediate action (e.g. withdraw a player for a short "cooling off" period or for the rest of the game). The decision to discipline players does not lie solely with the referee.
8. The Team Manager should ensure, before they take the field, that the players are properly dressed i.e. clean boots, same colour strips, shirts inside shorts, shin pads worn and covered by football socks, no jewellery and no boxer shorts hanging down below playing shorts.
9. Players should experience some form of warm-up before each game. The Team Manager can direct this or the Team Manager may "train" the players to conduct their own warm-up. Perhaps the captain of the team could lead the warm-up. It would be good for the "spirit" of the game if both teams warmed up together under the direction of one/both Team Managers.
10. At the end of the game all players should be instructed to thank the opposing players and Team Manager by shaking hands or even offering "three cheers" to the opposition.
